Cookie Cutter Tool

I'm playing around here, trying to figure out some things and I think I'm having a dumb moment. I downloaded some shapes to the cookie cutter tool today, but am getting frustrated trying to use them. What I want to do is use the shape on a background, then delete the shape and fill it with another color. But for some reason I can't get it to so that. Can someone explain it to me in easy terms? I'm sure it's easy, I just can't get the thing to move anywhere....

I'm impressing myself, I'm actually figuring my own questions out, woo hoo! I haven't subscribed yet, it's on my To Do from earlier today, I just haven't stopped "playing around" yet to do it...
