creating a border

I am interested in creating a border for my prints when I display them online or even print them. What is the easiest way to create a border that I can resize, etc.

Perhaps the simpliest way to make a border is 1) open your photo
2) In the Select menu choose "All"
3) In the Select menu go down to Modify
and here you can tell photoshop how many pixels wide you like a simple black border around your photo.
