Is there any way of rotating 30sec. video clips taken by a digital camera in a vertical position? I'm using Elements 4.0 and Premiere 2.0 and would like to turn these video clips horizontally.

You'd get a better chance at finding the answer if you would repost this in the Premiere Elements sub-forum.
If Premiere can't do it (which I doubt much), then there's Quicktime Pro. Let us know if you don't find an answer, I'll show how to proceed with Quicktime.

I didn't see your question reposted in the Premiere Elements sub-forum, so I'll go ahead and answer your question, here.
Import or capture the clip into PRE. Drag the clip into the timeline. Click on the clip you want to modify; then go to to the properties panel and click on Motion. Scroll down until you see the rotation controls. You can either click to rotate the clip 90 degrees to the left or right, or you can manually put in the degrees you want to rotate.
It's that simple! My step daughter took a video clip of my parrot barking like my dog. It was fine in the camera, since you could turn the camera to the correct position, but in order to watch it on the computer, you'd have to tilt your head. So, I was really excited when I found I could rotate it in PRE.

How do I export the movie once rotated?
When I try this, it doesn't stay rotated.

You put yourself at two disadvantages posting as you did. First, you posted in a very old thread. You desire a thread of your own. Second, Premiere Elements questions are often lost in Photoshop Elements questions when post in the general forums and not in the Premiere Elements Forum.
But, in my browsing today, I came upon your question. I have Premiere Elements 2, 6, and 7.
You say that you are using Premiere Elements 7. How are you rotating the video clip? How are you trying to export the clip....File Menu/Export/Movie for DV AVI, Share/Personal Computer/one of the choices there, or DVD-VIDEO via burn to disc. Be that as it may, once you rotate the clip on the Timeline, it should export that way.
Could you give me a detailed account of the steps in your procedure so that I can try to determine what is happening in your situation so that you are not getting the desired results?

I'm sooo sorry; in my hast to get an answer, I didn't really paid attention.
I'm new to Premiere Elements, my wife usually does this computer stuff, I was hoping to surprise her with a posting on Flicker. http://www.flickr.com/photos/17162864@N04/3295326947/
I'm right clicking on the movie on the time line (?) and selecting to rotate 90 degrees left.
I then do a file/export movie. I don't see any worthy settings here, so I save it.
In the file/export, the only options are; movie/frame And Audio.

Let us see if we can get this to work for you because it does work.
You have your video clip on the Premiere Elements 7 Timeline. You choose to right click the clip on the Timeline and from the pop up menu select Rotate 90 degrees. You have no other video clips on the Timeline except this clip that you just rotated. Correct?
You click on the rotated video to select (highlight) it and then go File Menu/Export/Movie. The settings should be the default ones (which we want). We will go into them later if this does not work as I am describing it now. Make sure that you give the export/save a name that you can pick out in a crowd later.
After the process is complete, there will be two copies of the DV AVI: one in the hard drive location for the save and the other in the Project View/Media of Premiere Elements 7.
Find the file with the name that you gave it, and look to see:
1. Is the DV AVI file in the Project View/Media rotated 90 degrees?
2. Is the DV AVI file that was saved to the hard drive location that you selected rotated 90 degrees?
Give this one more look and let us know what happened.
