From a prevous thread I learned how to put a colored circle around a picture but my problem now is that the color looks hazy...how do I make it look crisp...clear? Example:

I guess that you put it around there using Edit>Stroke around a Selection made by the Marquee Tool?
If so then it looks like you had feather selected ... Select the Marquee tool ... now look at the top of the screen and I think you will see a number in the feather box. Change it to 0 and you will get a hard line instead of a soft one.

Oh that is good news :).
One tip is not the use feather (the one at the top of the screen) ... if you put a figure in there then it stays until you remove it and it is so easy to forget.
Instead draw you line with the lasso, or another selectipn tool, then do Select>Feather (that one always resets itself to zero) and it shows as a separate step in the History Palette ... so if the feather is too much or too little you can simply undo the feather (in the History Palette) try another setting and change things without needing to redraw your selection.
