It is really fairly easy.
Create a new file the size you want. I would use a white background.
Create a new layer and add the photo that you want to show up as your background. Play with the opacity slider on the top of the layers palette to get it the way you would like it to look.
Use the text tool to type your text, of course. That will show up on another layer.
Then bring in the other photos you want to add one at a time and they will each go on their own layer. I, personally, make them the size I want by using the rectang. tool, but many say use the crop tool and they are much smarter than I am. I normally also use the move tool to drag corners in to tweak them so they are all about the exact same size. Each picture will be on a new layer. Also while I am bringing in each picture I go to Edit>stroke (outline) and put a white stroke around the picture (you can choose any color you want from the picker). Depending on the size of your picture you will need to adjust the size of the stroke. Then I add a drop shadow from the layers palette.
La voila! Done.......until someone comes around and tells me the parts I forgot to tell you!!!!! :D
They are a lot of fun to do, ENJOY!
EDIT: just realized you are doing a CARD....don't know how to do the card itself....just the collage.....................

Thanks for the detail.. I'm already on it. The one thing I'm having trouble is rotating these images to overlap onto each other. The rotation leaves a rough edge and a background shade as well.

I think you may need to hold down the shift key when you rotate them so they don't get distorted, then rotate yousng the corner.
