I've been experimenting with the different wmv file output. What is the difference between high quality and proof quality? What is the best output to use to retain the best original image quality? What is the best output to use when you are going to transfer the wmv to a DVD.

Proof is the highest quality for a wmv file. "High quality" gives what it says - a high quality image, but not as good as Proof. The downside of Proof is that it creates much larger files, but if disk space isn't an issue, then for a wmv file use Proof.
What is the best output to use when you are going to transfer the wmv to a DVD.
You can't burn to a DVD in Elements, for this you need Premier Elements or a similar program... but Elements has a DVD PAL or DVD NTSC output setting for use with programs such as Premier Elements.
If you mean burn a VCD to play in a DVD, then you need to use either VCD PAL or VCD NTSC, depending on where you live and which formats your DVD player can read.
