How do I apply a filter or a layer style to a selection? I've used the lasso and made a selection that I want to 'enhance' ... but, nothing's working. Thanks

Press CTRL-J to copy the selection to a new layer. Select this new layer in the layers pallette and anything you do will apply to the selection only.

Are you trying to apply a filter to the background layer? ... as filters don't work on that layer, although normally you fo get a warning dialogue box telling you that.

I'm trying to apply a filter or one of the WOW layer styles to a selection in a flattened image.

Take a look at the layers palette ... I suspect that your flattened images is a background layer. Layer styles cannot be applied to a background layer ... but usually you get a warning telling you that ... maybe your warnings have been switched off.
To apply the Layer Style ... go to the layer palette, double click on the background thumbnail ... a box will pop up asking you to remname the layer ... Just click OK
that should sort it out :
