How do I know what will work with Elements 3. I am looking at some brushes, etc..

Most brushes should work with elements. Just save them in the Adobe Elements>Presets>Brushes folder

Not all actions work with PSE and usually, the only way to know is to try them, if the action doesn't say. Many do work with PSE.

Brushes, Custom Shapes, Displacement Maps, Gradients, Patterns and Styles should all work in PSE.
